Permits and Inspections: What Homeowners Should Expect in LA County

Building permits are not optional in Los Angeles County. They exist to make sure construction meets safety codes that protect you, your family, and your home's value. I deal with permits on almost every project at GLME, so here is a straightforward breakdown of how it works.
What Requires a Permit?
In LA County, you need a permit for most construction that changes your home's structure, electrical, plumbing, or mechanical systems. That includes kitchen and bathroom remodels, HVAC installation, patio covers, electrical panel upgrades, larger concrete or paver areas, and window replacements that change the opening size.
You typically do not need a permit for cosmetic work like painting, flooring replacement without subfloor changes, or replacing fixtures in the same location with the same type.
The Permit Process
Your contractor prepares plans and submits them to the local building department. Plan review takes one to four weeks depending on complexity and jurisdiction. Simple projects like HVAC changeouts can sometimes get approved over the counter the same day. Once approved, you get a permit card that must be posted at the job site. On our Calabasas kitchen remodel, the structural engineering review added extra time, but we planned for it.
Inspections During Construction
Projects require inspections at specific milestones. A typical remodel needs a rough inspection after framing, plumbing, and electrical are done but before walls close up, and a final inspection when everything is finished. I schedule these and meet the inspector on site so the homeowner does not have to deal with it.
Why Unpermitted Work Is Risky
Insurance companies can deny claims related to unpermitted work. When you sell, unpermitted modifications discovered during inspection can kill deals or require expensive remediation. A licensed contractor who pulls proper permits protects your investment. It is not red tape for the sake of it. It is documentation that the work was done safely and to code.
