What Is Title 24?
Title 24 is California's Building Energy Efficiency Standards. Updated every three years, these codes set minimum energy performance requirements for new construction and major renovations. The goal is reducing energy consumption across the state, and honestly, most of the requirements end up saving homeowners money in the long run.
When Does It Apply to Your Remodel?
Title 24 kicks in whenever you pull a building permit for work that affects energy use. That includes HVAC replacements, window changes, adding or removing walls, new lighting, and insulation upgrades. A simple cosmetic refresh like painting or swapping cabinet doors does not trigger it.
Common Requirements I See on Remodels
For HVAC projects, you will need a system that meets minimum SEER ratings and you will likely need duct testing to verify the system is sealed properly. Kitchen and bathroom remodels that change lighting require LED fixtures. Window replacements must meet specific U-factor and Solar Heat Gain Coefficient ratings for your climate zone. How It Affects Your Budget
Title 24 compliance adds roughly 5 to 15 percent to project costs depending on scope. But those upgrades typically pay for themselves through lower energy bills within three to five years. Many also qualify for utility rebates that offset the upfront cost.
